20.Open space fees in the amount of $1,759.16 are required to be paid prior to issuance of a building permit.

The Fire Chief shall approve all required fire lane and fire hydrant locations, and these shall be installed prior to issuance of a building permit.

RECOMMENDATION

Staff recommends approval of SP-18-05-03 and SUP-4-05-03, site plan and special use permit for the construction of an 11,560 square foot church with a preschool in the 23900 block of 83rd Terrace, subject to the following conditions:  

1.The number of children enrolled at the center shall not exceed 60 at any one time.

2.The final plat for the lot shall be recorded at the Johnson County Records and Tax Administration Office prior to issuance of a building permit;  

3.The outdoor play area shall be screened with a 4-foot tall, black decorative picket fence constructed of vinyl as depicted on the site plan;  

4.The buildings and parking lot shall be constructed as depicted on submitted site plans and building elevations;

5.The parking lot and proposed driveway approach shall be designed according to the standards in the Shawnee Manual of Technical Specifications and Design Criteria as outlined in the staff report. Prior to submittal for a building permit, the applicant shall submit a revised site plan that depicts two (2) additional handicap stalls in the parking lot;

6.The trash enclosure shall be constructed of brick to match the building;  

7.The storm drainage system required for this development shall be designed in accordance with Division 4600, Storm Drainage, of the Shawnee Manual of Technical Specifications and Design Criteria as outlined in the staff report;

8.This development is subject to the provisions of Shawnee Municipal Code (SMC) Chapter 12.24, which pertains to the construction and maintenance of on-site stormwater detention facilities.  Two facilities were constructed to serve the entire Perimeter Park industrial subdivision.  Therefore, no further detention improvements are required for this development;

9.The site grading and erosion control measures required for this development will be designed according to the standards in the Shawnee Manual of Technical Specifications and Design Criteria as identified in the staff report;

10.Siltation control measures are required for all land disturbing activities.  The applicant is responsible for installing all such measures shown on the plans prior
