public improvements prior to issuance of a footing and foundation permit;
20.All utilities shall be placed underground;
21.The applicant and/or developer of Perimeter Park Tenth Plat are responsible for installing a sidewalk along the south side of 83rd Street. The sidewalk shall be placed one-foot inside the right-of-way with a sidewalk ramp installed to ADA standards at the intersection;
22.All plant material shall be planted as shown on the landscape plan prior to issuance of the final Certificate of Occupancy and all disturbed areas will be sodded in accordance with SMC 17.57; and
23.Review of the special use permit in one (1) year.
PLANNING COMMISSION QUESTIONS
Representing the applicant was Shannon Nelson, Fish Development, 7124 Millridge, he stated that they concur with staff recommendations for this project. He stated that he brought three members of the church and their architect if the Commission had questions with the design of the project or the Special Use Permit.
Commissioner Bedora asked if this is situated around nonresidential areas.
Associate Planner Allmon answered yes it was a nonresidential area.
Commissioner Bedora asked if there were any residents close to the site.
Associate Planner Allmon answered that there would be residents in Lenexa to the south and west of the site. He pointed out on the plan where residential homes were located and property owned by Church of the Rock adjacent to the site.
Commissioner Bedora stated that it might be minor in significance, but if you look at it from a security standpoint, in all of our evolution of our process to protect surrounding residences we reduce the lighting by recessing it into boxes. He stated that here we have a highly industrial area that is pretty well exposed overall and presumably less security. He asked if there was any reason to not allow a greater flow of light to cover the parking area.
Associate Planner Allmon asked if Commissioner Bedora was asking to require more lighting.
Commissioner Bedora answered not to require more lighting but allow a lower drop so it gives a broader base of lighting.
