The literature review focuses on two areas: alternative forms of taxation and

alternative non-tax methods of funding fire and emergency medical services. Applicable

information sources are summarized and included in the literature review section of this

report.

Limitations

The major limitations that affected this project included time, lack of resource

information regarding the impact of alternative revenue sources on fire department budgets,

and a lack of information regarding the various legislative controls individual states place on

funding methods.

The time limits imposed by Eastern Michigan University for completion of the School

of Staff and Command class did not allow for the distribution of a survey to fire departments

currently employing alternative funding methods. Such a survey would allow for a more

thorough analysis of successful alternative funding strategies. Much of the literature available

focuses on the methods of funding rather than the impact the methods have had on fire and

emergency medical services operations.

Further limitations included the lack of information regarding alternative funding

sources exclusive to the state of Michigan. Individual state legislatures have the ability to

restrict levels of taxation, generation of fees for service, and funding of grants. Follow up

research as to how the recommendations of this report are affected by state statutes is

necessary.
