Agenda item 5
1 The Committee, at its fifty-sixth session, approved IACS’ Unified Interpretation MPC 85, Rev.2, applicable to regulation 22 of MARPOL Annex I on pump-room bottom protection, as set out in annex 16 of MEPC 56/23.
2 Recently, a pump-room with a bilge well arrangement (see Figure 1, below) was presented for certification. The arrangement was accepted, with the concurrence of the Administration, based on the intent of regulation 22 of MARPOL Annex I.

3 Based on IACS‘ understanding of the intent of regulation 22, IACS revised paragraph 3 of the UI MPC 85, Rev.2, as shown at annex. The revised paragraph 3 essentially extends the principle of pump-room protection provided in the longitudinal direction by gondola sterns to the protection provided in the transverse direction by the turn of the bilge of the ship‘s bottom plating.
4 Additionally, to address an arrangement where only a portion of the pump-room bottom is above the required height above baseline under regulation 22.3, as illustrated for Pump Room 2 in Figure 2 below, IACS added a new paragraph 4 to UI MPC 85, Rev.2, as shown at annex.
5 Where a portion of the pump-room is located below the minimum height required in regulation 22.2, then only that portion of the pump-room (see the shaded area for Pump Room 2) is required to be protected by a double-bottom.
Action requested of the Committee
6 The Committee is invited to consider the above rationale and IACS‘ Unified Interpretation MPC 85, Rev.3, shown at annex, with a view to the Committee approving an appropriate amendment to the Unified Interpretation to regulation 22 of MARPOL Annex I.
