Each Council must:

establish, maintain, and appoint the members of a scientific and statistical committee to assist it in the development, collection, evaluation, and peer review of such statistical, biological, economic, social, and other scientific information as is relevant to such Council's development and amendment of any fishery management plan.

Each scientific and statistical committee must:

provide their Council ongoing scientific advice for fishery management decisions.  Members appointed by the Councils to the scientific and statistical committees shall be Federal employees, State employees, academics, or independent experts and shall have strong scientific or technical credentials and experience

Each advisory panel shall:

participate in all aspects of the development of the plan or amendment; be balanced in its representation of commercial, recreational, and other interests; and consist of not less than 7 individuals who are knowledgeable about the fishery for which the plan or amendment is developed
