Under the Act, the Secretary is the main organizing force, and the central authority for action to be taken. (The main priority of the councils is to create Fishery Management Plans.)
: Once created, the council must send the plan to the Secretary for review. The Secretary must then approve or deny the plan based on a review of whether it is consistent with national standards, the other provisions of the Act, and other applicable law.
