The application is therefore contrary to the zoning of the Central Industrial Area Part Development Plan 1964 and policies ENV 6 and HSG 12 of the finalised Southern Area Local Plan and is recommended for refusal.
The proposed development is contrary to Policy ENV 6 and HSG 12 of the Southern Area Local Plan Finalised Draft (Modified 2001 and 2004), the Greenbelt policies of the adopted Central Industrial Area Part Development Plan 1964, the national planning policy contained in SPP 3 Planning and Housing and Circular 24/1985 in that it constitutes an additional dwellinghouse in the Greenbelt where there is no justification in terms of agriculture, forestry, outdoor leisure or recreation. Furthermore, an approval of a new dwelling would set an undesirable precedent for other developments within the Greenbelt.
The proposal is contrary to the criteria set out in policyTR13 of the Southern Area Local Plan Finalised Draft (Modified 2001 and 2004) as the proposed development would result in additional traffic movement on a classified road to the detriment of road safety, as the required visibility splay of 2.5 metres by 215 metres in both directions cannot be achieved on Chapelknowe Road.
