The Ministry of Social Development was defrauded of $1.1 million by a trusted employee.
The employee created 67 fictitious invoices for payment over 28 months, at a time when there had been changes in management or at the time of the month when there was pressure to approve payment of accounts payable.
Another employee noticed his own signature apparently forged on a document.
