I recommend that planning permission be GRANTED subject to the Standard Duration Limit and the following conditions:
No part of the development shall be beneficially occupied (or in accordance with a schedule of phasing subject to prior written approval with the Planning Authority) until a scheme of upgrading works for the carriageway, footway, and street lighting to Elm Road has been carried out in accordance with details previously approved by the Planning Authority prior to the commencement of any development on site.
To ensure a suitable standard of provision for pedestrians and vehicles associated with the development.
No development shall take place until samples of the external materials to be used in the construction of the dwellings have been submitted to and approved in writing by the Planning Authority. The development shall be carried out in accordance with the approved details.
In order to protect the visual amenities of the area.
