I. Professional personnel paid in full or in part from IDEA, Part B funds must hold valid Oregon certification, licensing, registration or other comparable requirements that apply to the professional discipline in which those personnel are providing special education or related services.
A. Instruction Services
Instructional salaried for full-time and part-time certified and noncertified employees. This includes substitutes, trained paraprofessionals, and teacher assistants.
Salaries of related service personnel:
Occupational therapists (OT)
Physical therapists (PT)
1. Salaries of related services personnel, including:
Orientation and mobility services
School social worker
Speech pathologist or audiologist
D. Salary for a certified special education director to coordinate project activities.
E. Salaries of secretarial and clerical personnel for services for project personnel.
F. Pupil Transportation
Salaries of drivers of pupil transportation vehicles, full-time, part-time and prorated portions of salaries.

Benefits associated with reported salaries.
A contract is an agreement between two or more parties to perform a certain service for specified consideration (money or services) in return. Cost must be reasonable in relation to the nature and scope of services rendered and necessary to accomplish the objectives of the project (OMB Circular A-87).
