Preferential Point System
The following preferential point systems are applicable to all bids:
- the 80/20 system for requirements with a Rand value of up to R500 000;
- the 90/10 system for requirements with a Rand value above R500 000.
(Above Rand value means the total estimated value of a contract in Rand denomination which is calculated at the time of Bid invitations and includes all applicable taxes and excise duties)
Preference points for this bid shall be awarded for:
(a) Comparative price and/or functionality (80 or 90)
(b) Specific participation goals (20 or 10)
When calculating comparative prices, Parliament will take into account any discounts which have been offered unconditionally.
A discount which has been offered conditionally will be implemented when payment is effected despite not being taken into account for evaluation purposes.
Only a tenderer who has completed and signed the declaration part of the tender documentation may be considered for preference points.
Parliament reserves the right to add or amend the evaluation criterion. The evaluation criteria that be applied in the adjudication of this Bid includes but is not limited to the following:
