13.84Serious consideration must be given to reforming the civil and criminal law so that Hong Kong can fulfil its international obligations under the Hague Convention on the Civil Aspects of International Child Abduction.  Reform would benefit Hong Kong residents by protecting their children more fully from unlawful removal.  Some experts regard the unlawful removal of a child as a form of child abuse, as the child suffers the trauma of being removed from his home and from the custodial parent, and perhaps other siblings, and taken to a foreign country with which he may be unfamiliar.  Our options for reform will be dealt with in chapter 14.
