CITY OF MELBOURNE, FLORIDA MINUTES – REGULAR MEETING BEFORE CITY COUNCIL JANUARY 27, 2009
Mayor Goode cautioned that this level of reporting is going to generate new costs in the fee structure, especially with monthly reporting. Mr. LaRusso disagreed and asked why costs would be increased as a result of a report being provided on what happened during the previous 30 days.
Following brief discussion, Mr. LaRusso asked the City Manager to provide the lobbyist with guidance on providing a roadmap that would fit within the current pricing structure versus a detailed report that would cost an additional $500 per month.
Mr. Schluckebier stated that he feels sure the lobbyist would comply with our request to provide more timely/routine information.
Mrs. Tasker stated that it’s vital for the City to have a lobbyist right now. As much as we hate the term “lobbyist” and the concept of them being the bad guys, they’re not bad guys. Money is flowing and it’s flowing differently; the City needs somebody in Washington, D.C. in addition to our elected officials.
Moved by Meehan/LaRusso for approval of Item “j.”
Mrs. Corby said that she pulled this item from the consent agenda because we recently increased funding for the City’s state lobbyists by $12,000 each (separate firms), but that item didn’t appear on the agenda.
Mr. Schluckebier explained that the City Manager has the authorization to approve contracts below $12,000. The contract on this agenda is for $45,000.
Mrs. Corby noted that a detailed report from the City’s state lobbyists would also be reasonable.
The question was called. Motion carried unanimously.

Attorney Gougelman read Ordinance No. 2009-01 by title.
Planning and Economic
Development Director Cindy Dittmer briefed unanimously to recommend approval of this
Council. The Planning and Zoning Board request at its January 8, 2009 meeting.
There were no disclosures from Council and no comments during the public hearing.
Moved by Meehan/Nowlin for approval of Ordinance No. 2009-01, based upon the findings and condition contained in the Planning and Zoning Board memorandum. Motion carried unanimously.
