each of the next 100 parcels, and $0.01 for each parcel in excess of 200. This money can be used only for costs to acquire assessment education.
Two other payments were made in March of 2009. One is a payment of $8.50 per parcel to assist with the expenses involved in townwide reappraisals. Over $2.8 million was paid out this year. In addition, about $331,000 was sent out to compensate towns for assistance provided to Property Valuation and Review in conducting the annual sales ratio study. This is a $1 per parcel payment provided by 32 V.S.A. §5405(f).
The annual payment designed to hold the towns harmless for revenue lost as a result of enrollment in the use value appraisal program is issued in November. The 2009 payment was over $10.6 million.
An annual payment-in-lieu-of-taxes (PILOT) totaling $4.9 million was made in October of 2009. Payment is based on the assessed value of state-owned property in accord with 32 V.S.A. §3701.
