East Ocean View, an 80-acre urban redevelopment under construction in Norfolk, VA Project Manager for East Ocean View, designated by The Norfolk City Council as a 90-acre redevelopment site. The existing deteriorated housing was demolished. The site is surrounded by water on three sides: the Chesapeake Bay on one side and Little Creek on two sides. DPZ conducted a public design charrette near the site during which two plans were produced: one plan called for a slightly irregular street pattern that preserves natural features such as large dunes and trees, and blocks high winds from the adjacent Chesapeake Bay; a second, more orthogonal plan saved fewer existing trees but resulted in a larger number of standard size lots. In both new Plans, the street grid shifted exactly one half block off the existing grid; the existing streets became the new alleys, and the private backyards with their mature trees combined to form public greens along new streets.
