That is, every person is subject to the second form of the categorical imperative, the law which says that it is our duty to treat each person as an end in herself and never as merely as a means to an end.

Whenever a person is treated as a means to something else, it must be recognized at the same time that she is an end in herself.

According to Kant, when we all recognize each other as ends in themselves, and not merely as means to an end, then our community, our kingdom, becomes a community of persons treated as ends in themselves, or what Kant calls a kingdom of ends.
