The money to pay for all this comes from several sources, including the RDP for Wales and Modulation (decreasing subsidies) to Europe. The monies are match-funded by the member states, ie part of the money from the Welsh Assembly Government.
All these schemes, indeed the whole ethos of IACS, Single Farm Payment etc, are welfare, environment and conservation based, and will be policed rigorously by the all-singing all dancing spy-in-the-sky. We have booklets of rules and guidance a hundred pages or more to adhere to, forms aplenty to fill in and maps for everywhere (all fields) – keeping up with it is a full-time job, never mind farming.
I have only scratched the surface of all the legislation and generalised greatly on all the factors involved but hope, if you are still awake, to have given you some idea of the rules that govern us farmers today and exploded the myth that we get money for old rope.
