This example demonstrates the unique nature of the MRAP program in that the T&E plan was fully executed (and continues to be), with a level of detail on par with any other major program. The difference and associated trade-off in this case, however, is that most of the production and source selection decisions were made before the test results could fully inform the final design and production.
