All present discussed Michigan Chloride Sales, Inc. correspondence and increased fuel prices possibly affecting brine prices next year.  Mr. Harmon feels all materials will be affected by fuel surcharges.

Commissioner Saunders moved to open Old Mackinaw Trail Realignment bids (Boyne Valley Township) at 10:30 AM October 24, 2005, seconded by Commissioner Ogden.

VOTE:Ayes – 3Nays – 0Motion carried.

Mr. Harmon:

Said Scodeller Construction completed Barnard Road crack seal, exceeding total lineal footage bid for all county road crack fill projects.  Mr. Harmon discontinued the balance of the crack seal projects, due to budget restraints.  Mr. Harmon suggested re-bidding remaining roads (as lump sum projects), along with Barnard Road chip seal early next spring.

Due to decreased income and increased fuel prices, the Asphalt Share Policy may not be feasible in 2006.

Presented Melrose Township road committee correspondence requesting fund/grant money to reconstruct River Road, Shadow Trails Road and Bear River Road.

Presented county energy audit:

1.

Heat-wise, Boyne City garage is as energy-efficient as possible due to newer heating/air conditioning system, insulation and roof installation.

2.

Truck storage area and shop area lighting should be upgraded.  Truck storage area improvement estimate is $5,400, payback is 2.5-years.  Shop area improvement estimate is $2,700, payback is 3.1-years.

3.

Wall and window insulation is recommended.  Improvement estimate is $9,250, payback is 21-years.

4.

Garage front and back employee entrance vestibules should be added.  Improvement estimate is $512, payback is 4.7-years.

Said Otsego County Road Commission is selling a used, work-ready Fiat-Allis Grader/Shoulder maintainer in good condition for $18,000; new is $100,000 plus $15,000 for the windrow attachment.  Commissioner Ogden suggested Mr. Harmon talk with Oakland CRC fleet manager Russ Curl about Oakland’s experience with their M65 Fiat-Allis Grader/Shoulder maintainer.

Presented engineers construction status report:

1.

Boyne City-Charlevoix/US31 intersection project will be completed today.

2.

Gennett Road (Norwood Township), West Road (Bay Township), and Anderson Road crossing Porter Creek (Wilson Township) projects are complete.

3.

Applied Pavement Markings LLC (APM) started Brock Road (Eveline Township) crack-seal but their wand broke; they will finish when new wand is received.

4.

Several gravel projects will be carried over to 2006 due to weather.

Suggested purchasing a screening plant with a stacker to produce own ice control sand and stone for gravel production, and screening black dirt and pitrun gravel.

Commissioner Way asked if there is any used equipment CCRC plans to sell.  Mr. Harmon said 1-5yd dump truck with underbody and slide-in sander (truck #029).

Commissioner Saunders moved to pay bills totaling $130,117.78, seconded by Commissioner Ogden.

Chairman Way, Commissioners Saunders and Ogden, County Commissioner Ron Reinhardt, Patrick Harmon, James Vanek and Shelley Kondrat attended, along with Drenth Brothers representative Jake Drenth, Petoskey News-Review Reporter Fred Gray and CCRC purchasing agent Ken Howard.
