WHEREAS, establishing M-32 as a true cross-peninsular state highway would designate infrastructure necessary for enhanced economic development, efficient transportation, and improved commerce within the county, and

WHEREAS, the most direct and efficient route for extension of M-32 beyond M-66 would extend westerly on County Road 48 (East Jordan/Ellsworth Road) through the Village of Ellsworth, and continue westward on County Road 48 (Ellsworth/Atwood Road) to US-31.

NOW, THEREFORE, BE IT RESOLVED that the Charlevoix County Road Commission Board hereby supports extending Michigan Route 32, commonly known as M-32, as a cross-peninsular state highway between US-23 and US-31.

Resolution adopted by the following voice vote:

AYES – Saunders, Way, Ogden

NAYS – None

Mr. Bergman questioned why culverts weren’t moved to his suggested location during the Boyne City-Charlevoix Road/US31 North intersection improvement project.  Mr. Harmon will investigate and contact Mr. Bergman.

Commissioner Roloff requested address sign update.  Mr. Harmon said signs are on Beaver Island and CCRC leadman Dave Adams will contact St. James Township supervisor Don Vyse regarding volunteers and installation.  Mr. Harmon will schedule instructional meeting September 28 or 29, 2005 on Beaver Island; Commissioner Roloff will attend.  Mr. Harmon asked Commissioner Roloff who is responsible for stolen address signs.  Signs are very expensive and CCRC cannot absorb costs.  Commissioner Roloff will investigate and report.

Commissioner Saunders moved to open 4,500 tons winter ice control sand bids (stockpiled at Ironton garage) at 10:30 AM September 26, 2005, seconded by Commissioner Ogden.

Mr. Harmon:

Presented MDOT correspondence accepting 2005-certification map.

Presented MDC Contracting, LLC proposal to produce ice control sand during 23A-gravel production at Sutliff Pit.  All present approved, agreeing cost shall not exceed $15,000.

Received Norwood Township supervisor Wayne Wynkoop correspondence accepting H&D, Inc. Gennett Road reconstruction bid.

Presented County Road Association Self-Insurance Fund plaque for 2005 “No Lost Time” accidents, explaining CCRC modification factor is $0.719 per dollar of insurance coverage.

Said CCRC attorney Joel Wurster is drafting road right-of-way exchange proposal letter to Hudson Township resident Sharon Diesenroth.

Commissioner Ogden moved to award Gennett Road reconstruction bid to low bidder H&D, Inc. ($33,385), seconded by Commissioner Saunders.

VOTE:Ayes – 3Nays – 0Motion carried.

10:30 AM opened Eveline Township crack seal, US-131/M75 North Right Turn Lane Improvements, and 2006 HD 4X4 Pick-up Truck bids:
