Noticed several washouts after the recent rain; future reconstruction projects should include paving hills full width, curbing intersections, invisible tapers and widening when possible.
Mr. Harmon, and Commissioners Saunders & Ogden were impressed with Michigan County Road Commission Self-Insurance Pool (MCRCSIP) Annual meeting last week in Mt. Pleasant. The annual report showed a $6.5 million refund due to good investments and risk management.
Commissioner Ogden moved to pay bills totaling $167,498.78, seconded by Commissioner Saunders.

Chairman Way called the meeting to order at 9:00 AM.
Chairman Way, Commissioners Saunders and Ogden, County Commissioner Shirley Roloff, Patrick Harmon and James Vanek attended, along with Petoskey News-Review Reporter Fred Gray.
Commissioner Saunders moved to approve June 27, 2005 regular meeting minutes with the following corrections, seconded by Commissioner Ogden.
Page 1, line 41:change “discusses” to “discussed”
Page 2, line 46:add “Increase” and “New Wage Rate” headings
Page 2, lines 47-55:add actual increase amounts and new wage rates
Page 3, line 13:change “$28,416.57 ($32,976.57 less $4,560 CCRC share),” to read “$32,976.57 ($28,416.57 township share, $4,560 CCRC share),”
Page 3, line 31:change “policies differed from county to county and supported rationalization.” to “policies, which differed from county to county, justified “rationalization” (Engler’s term for MDOT’s attempt to transfer selected county roads into the state system).”

Chairman Way commended CCRC representatives on handling questions and concerns at the Boyne City-Charlevoix Road/US31 intersection improvement project on-site meeting.
Mr. Harmon and Mrs. Kondrat will attend the September 7, 2005 County Road Association Self-Insurance Fund (CRASIF) meetings. The full Board, along with Mr. Harmon and Mrs. Kondrat will attend the September 8-9, 2005 Northern Michigan Association of Road Commissions (NMARC) 81st Annual Meeting.
Mr. Harmon presented Northwest Design Group (NDG) $6,700 engineering proposal to conduct topographical surveys and prepare bid documents for CCRC Boyne City garage drainage, paving and curbing improvements (improvement estimate: $115,705). Commissioner Ogden suggested any necessary building repairs and maintenance should be done first; Mr. Harmon said Boyne City garage needs block repair and painting; Ironton garage needs new ceiling insulation. The Board authorized Mr. Harmon to acquire building improvement quotes for 2005 completion. Drainage, paving and curbing improvements will be reviewed at a later date.
