Commissioner Ogden moved to change 9:00 AM July 11, 2005 regular meeting to 9:00 AM July 08, 2005 to accommodate the managers vacation, seconded by Commissioner Saunders.

VOTE:Ayes – 3Nays – 0Motion carried.

Commissioner Ogden asked if Mr. Harmon has spoken with CRAM president John Niemela regarding CRAM recommended policies entitled “Ethical Standards and Standards of Conduct” and “Fraud”.  Mr. Harmon has and is awaiting written correspondence.

Commissioner Ogden moved to hold Annual Snowmobile Hearing at 10:30 AM August 22, 2005, seconded by Commissioner Saunders.

VOTE:Ayes – 3Nays – 0Motion carried.

Commissioner Saunders requested Barnard Road crack seal update.  Mr. Harmon said Mr. Vanek is mainly occupied with Thumb Lake Road reconstruction project, but he continues to work on specifications whenever possible.

Commissioner Roloff requested Mr. Harmon attend next Parks and Recreation Committee meeting in regards to another Magee Road park entrance to Thumb Lake beach.

Commissioner Ogden moved to pay bills totaling $107,092.05, seconded by Commissioner Saunders.

VOTE:Ayes – Saunders, Way, OgdenNays – noneMotion carried.

Chairman Way adjourned the meeting at 11:35 AM.

JUNE 13, 2005

Chairman Way called the meeting to order at 9:40 AM.

Chairman Way, Commissioners Saunders and Ogden, County Commissioner Shirley Roloff, Patrick Harmon, James Vanek and Shelley Kondrat attended, along with CCRC Beaver Island leadman Dave Adams, Peaine Township supervisor John Works, Jr., St. James Township supervisor Don Vyse and clerk Jean Palmer, Northern Islander reporter Elaine West and residents Don Spencer (representing wife Barbara) and Larry Saxton.

Commissioner Saunders moved to approve May 19, 2005 regular meeting minutes as presented, seconded by Commissioner Ogden.

VOTE:Ayes – 3Nays – 0Motion carried.

Commissioner Ogden moved to designate Commissioner Saunders voting delegate and Commissioner Ogden alternate voting delegate for Michigan County Road Commission Self-Insurance Pool July 21, 2005 Annual Business Meeting, seconded by Commissioner Ogden Chairman Way.

VOTE:Ayes – 3Nays – 0Motion carried.

Commissioner Ogden moved to authorize the Board and the clerk to sign the State of Michigan engineering reimbursement form naming engineer Howard Haselschwardt (of Northwest Design Group), seconded by Commissioner Saunders.

VOTE:Ayes – 3Nays – 0Motion carried.

The Board feels the four-county

The Board feels that the four-county “Regulation Eliminating Smoking in Public and Private Worksites and Certain Public Places”, along with CRAM recommended policies entitled “Ethical Standards and Standards of Conduct” and “Fraud” are too intrusive, and subjects are already addressed in union contract and employee handbook.  The Board directed Mr. Harmon to gather further information from CRAM director John Niemela and report.  Mr. Harmon sent copies to CCRC labor attorney Michael Kluck for review. Board will resume discussion June 27, 2005.
