Commissioner Ogden moved to adopt Policy #2005-2 entitled “Requirements For Private Public Roads Intersecting Private Roads”, seconded by Commissioner Saunders.

VOTE:Ayes – 3Nays – 0Motion carried.

9:15 AM: Cemex Plant Manager Bud McCormick accepted recognition plaque for material donation to Charlevoix County Road Commission for 2004 gravel production.

Commissioner Ogden moved to designate the Chairman and the Manager to sign O.I.L. Energy Corporation Division order, seconded by Commissioner Saunders.

VOTE:Ayes – 3Nays – 0Motion carried.

Mr. Harmon presented seasonal Townhall Road information, stating property owner Sharon Diesenroth gated it off several years ago.  Currently O.I.L. Energy has several gas wells in the area and have begun using the road daily.  Mr. Harmon will contact CCRC Attorney Joel Wurster for direction.

Road Commissioners approval of the following wage increases is without precedent.

Clerk:

2.5% increase effective July 01, 2004 through December 31, 2004

2.0% increase effective January 01, 2005

Shop Foreman:

2.5% increase effective July 01, 2004 through December 31, 2004

2.0% increase effective January 01, 2005

Accounts Payable/Payroll Clerk:

2.5% increase effective July 01, 2004 through December 31, 2004

January 01, 2005 Equity Adjustment of $2.50 per hour in lieu of the 2% increase

All increases shall be retroactive payment at straight time for all hours worked.

VOTE:Ayes – 3Nays – 0Motion carried.

Commissioner Reinhardt attended Wilson Township meeting at which a special assessment district was being discussed to upgrade a portion of seasonal Zink Road.  Mr. Vanek gave Commissioner Reinhardt Seasonal Road Upgrade Policy copy.  Commissioner Ogden noted obtaining right-of-way could be a “stumbling block”.

Commissioner Roloff asked if $124,600 was received from MDOT for Donegal Bay non-motorized Trail; Mr. Harmon said no, but he and Mr. Vanek filled out and mailed requested form three weeks ago.  Mrs. Kondrat will call Lansing for update.
