Commissioner Ogden nominated Commissioner Saunders for 2005 Vice-Chairman.

Commissioner Ogden moved to close nominations and cast a unanimous ballot election for Commissioner Saunders 2005 Vice-Chairman, seconded by Commissioner Chairman Way.

VOTE:Ayes – 3Nays – 0Motion carried.

Note:  For public purposes, the Board noted CCRC follows Roberts Rules of Order.

Commissioner Ogden moved to approve December 30, 2004 regular meeting minutes with the following changes, seconded by Commissioner Saunders.

Page 4, line 16:change “recommended” to “suggested”

Page 4, line 21:delete “s” on slabs and add “project” after “slab” and “for recycling” after “containers”

Page 4, line 22:add “d” on “place”

Page 4, line 28:add “(Slashing Road to west of Hetrick Road)” after “reconstruction”

Page 6, line 4:change “preventative” to “preventive”

VOTE:Ayes – 3Nays – 0Motion carried.

Northwest Design Group design engineer Lucas Porath presented Boyne City Road and U.S. 31 2005 Intersection Construction “Maintaining Traffic” proposal.

At a January 4, 2005 meeting with MDOT’s Traverse City TSC officials, it was determined that closing the intersection project and establishing a detour route would be the best alternative, thereby minimally impacting traffic on U.S. 31 and Boyne City Road intersection.

Advantages of closing the intersection would include construction cost savings, reduction in construction duration and overall job safety.  The Board concurred the intersection closure is a good idea.

Vanek informed all the project has an April MDOT job letting.

Commissioner Ogden moved to schedule a public hearing for the Boyne City Road-U.S. 31construction project for February 28, 2005 at 10:30 A.M., seconded by Commissioner Saunders.

VOTE:Ayes – 3Nays – 0Motion carried.

Commissioner Ogden moved to rescind his previous motion and to change the February 28, 2005 regularly scheduled meeting to February 25, 2005 at 9:00 A.M., and to schedule a public hearing for the Boyne City Road-U.S. 31construction project for February 25, 2005 at 10:30 A.M., seconded by Commissioner Saunders.

VOTE:Ayes – 3Nays – 0Motion carried.

The Board reviewed and commented on the proposed “Requirements For Private Roads Intersection Intersecting Public Roads”.  County Commissioner Reinhardt questioned the situation of a private subdivision road intersection intersecting a seasonal road.  The Board stated that although not specifically addressed, the Developer would have to follow requirements for “gravel on gravel” entrances, but will draft language to address this specific situation and present at the next meeting.

Recessed at 10:10 AM; resumed at 10:15 AM.

Mr. Harmon:

Informed Board of the January 11, 2005 37th Senatorial District meeting at 9:30 A.M. in St. Ignace.

Road Commission Accounts Payable/Payroll Clerk Evelyn Davis addressed the Board to discuss her current wages, as follows:

Handed out an Antrim County Road Commission salary survey and noted her wage is below everybody on this survey with similar job classifications.

Stated she is the road commissions “Front Door” and is very sympathetic to all callers.

Highlighted various job aspects and duties.

Stated she wrote a letter to Mr. Harmon regarding a raise and Mr. Harmon said that raises would be reviewed at the beginning of the year.
