WIA Area 16 Workforce Programs Monitoring

The Belmont County Department of Job and Family Services, as Fiscal Agent and Administrative Entity for the Workforce Investment Area 16's Council of Government and Workforce Investment Board, consisting of Belmont, Carroll, Harrison, and Jefferson Counties, is requesting proposals for a professional service contract for program monitoring of all related Workforce Investment Act programs. The contract will provide for but not necessarily be limited to the following services:

Perform WIA program monitoring as required by Area 16’s Monitoring Policy and using the Area’s Monitoring Guide. Monitoring shall be accomplished through desk reviews and on-site visits and shall include program, administrative, and operational

reviews. Monitoring will be conducted for the Adult, Dislocated Worker, and Youth Programs, as well as the One Stop System, National Emergency Grants or other WIA programs at a minimum of once a year with other monitoring as needed. Monitoring reviews will examine files, records and procedures for compliance with the WIA Act and WIA Regulations and identify areas of deficiency requiring corrective action and/or technical assistance.

Monitor will provide the reports to the Area 16 fiscal agent, administrative entity, Workforce Investment Board and Council of Governments.  Monitor may perform other tasks as requested by the Area 16 fiscal agent, administrative entity, Workforce Investment Board and Council of Governments.  Successful bidders will have a thorough understanding of WIA program rules and regulations as well a detailed knowledge of federal and state laws and regulations.  Cost of contract will not exceed $20,000.
