Recommendation 6: Adopt a Four-year Plan for Implementation of a Program-based Budget and Allocation System to Improve Cost-effectiveness, Efficiency, and Allocations Based upon Diagnosed Needs of Clientele.

Linkage between the district budgets and programs that lead to predetermined priorities, goals, and strategies for improving student achievement is critical to success. Intended results are lost or delayed when there is no conscious process to ensure that the financial plan represents the district’s student learning priorities. To simply replicate the allocation of resources year after year on a formula basis ignores the annual opportunity to strategically establish priorities and aggressively pursue intended results with new direction. In the absence of a program-based budget, the district, will simple “get what it has always got.”

The auditors found the district’s budgeting process lacking in critical steps and elements that provide connection from data to decisions and from allocations to results (see Findings 4.1 and 5.1). While
