Auditors’ Biographical Data

William K. Poston Jr., Senior Lead Auditor

Dr. Bill Poston is Associate Professor of Educational Administration in the Department of Professional Studies at Iowa State University, Ames, Iowa. Dr. Poston is an experienced educator, with 30 years in the public schools including service as a teacher and principal, and for 15 years of

his career as a Northern Iowa,

Judy Birmingham, Lead Auditor

Dr. Judy Birmingham is the retired Associate Superintendent for Instructional Services with the Anoka-Hennepin School District in Minneapolis, Minnesota. She served as an area superintendent for ten schools, and supervised the departments of curriculum, special education, staff development, student assessment, and secondary vocational education. She has been a classroom teacher, special education teachers, and principal. Currently, she manages a consulting firm in Naples, Florida and works frequently in curriculum audits and curriculum assistance for school systems across the country. Her undergraduate training was at the University of Wisconsin and her graduate degrees are from the University of Minnesota. She has participated on many audit teams and she completed her curriculum audit licensure training in Chicago, Illinois in June of 1993.

Rosanne Stripling, Associate Lead Auditor

Dr. Rosanne Stripling is a Professor of Educational Leadership at Texas A&M University in Texarkana, Texas. She is the former superintendent of the Waco Independent School District, a central-Texas district of approximately 16,500 students in Waco, Texas. Rosanne also served as Director of Quality Assurance for Waco ISD and has been a middle school mathematics teacher, secondary counselor, and special education administrator in other Texas public school districts. She has served on the adjunct faculty at the University of Texas at Tyler and Baylor University. Rosanne received her bachelor and masters degrees from East Texas State University and a doctorate in educational administration from Baylor University. She completed her curriculum management audit training in January 1996 in San Antonio, Texas.

Zollie Stephenson, Auditor

Zollie Stephenson, Jr. is the research director for the U.S. Department of Education. He is formerly the Director of Assessment for the Baltimore City Public Schools. He has previously served as Chief of Staff/Executive Assistant for Administration, Executive Director for Educational Support
