Separation of Line and Staff. The administrators carrying out the instructional mission of the school system were essentially line officers, and there were no infractions of reporting authority noted in the current administrative structure.

Scalar Relationships. Scalar relationships were not well articulated in the Table of Organization presented to the audit team. No differentiation of positions was graphically represented in the structure, and the scope of responsibilities, compensation, and span of control issues were not reflected in the placement of positions in the organizational structure.

Full Inclusion. Teachers, key personnel working in carrying out the system’s essential functions, were not represented on the organizational chart and their role was not depicted as a part of the administrative table of organization.

Other functions were missing from the organizational structure. These functions included curriculum design and development, program and student assessment, special education direction and coordination, and a unifying role for the curriculum and instruction functions.

The Clover Park School District’s organizational structure was found to be inadequate in scope, and ineffective in providing for key functions within curriculum management.

Having well designed plans which are coordinated with each other are two essential elements in the planning process. Insuring the implementation of the plans is also critical. Interviews conducted with board members, administrators, teachers, other staff, parents, and community members indicate concern with the planning process and the direction of the district. Examples of comments follow:

  • “There is no district focus and purpose; it’s piecemeal and fragmented.” (Teacher)

  • “We don’t have many official documents that say why we do what we do.” (Administrator)

  • “There is no linkage between planning, curriculum, budgets, and inservice.” (Administrator)
