To guide the instructional process effectively, guides should also include suggestions for approaching instruction of key concepts. If guides are “user friendly” and easily translated into day- to-day lessons, they can serve as blueprints for instruction and the quality of the curriculum implementation is more assured.

The auditors examined all of the curriculum documents and syllabi provided by the district. Those guides and syllabi were rated on each of five general criteria considered to be essential components for effective curriculum management listed in Exhibit 2.2.1.

The auditors assigned values of zero (0) to three for each criterion, with three representing the highest level of quality. A total score for each guide was determined for each guide by adding the ratings for each of the five criteria, the maximum possible composite score for a guide being 15. A score of 12 or more is considered a strong guide. These ratings are presented in Exhibit 2.2.2 (District-wide Curriculum Guides) and Exhibit 2.2.3 (High School Syllabi).

Overall, the courses of study do not contain sufficient information to direct teaching. The auditors found that the curriculum guides lack quality when compared to the audit criteria. Exhibit 2.2.2 shows that all courses of study scored a total ranking of five. None of the documents was considered strong (a rating of 12 or higher).
