  • Criterion One (mean rank = 2): Almost all courses of study stated the goals and/or objectives for the course. Most of these were copied directly from the state’s “Essential Academic Learning Requirements.” No indication was given to the amount of time to be spent learning each objective.

  • Criterion Two (mean rank = 0): The courses of study did not include any references to assessment. The auditors were presented with separate documents that correlated the district course objectives with the state outcomes tested by the state proficiency exams in grades 4, 7, and 10. These documents; however, are more useful in determining whether the state objectives are addressed adequately in the district curriculum, rather than addressing the assessment of the district objectives themselves.

  • Criterion Three (mean rank = 3): Guides were the strongest on this criterion. All the guides specified pre-requisite classes. They also contained scope and sequence across the courses and grade levels.

  • Criterion Four (mean rank = 0): The courses did not identify textbooks and or any supplemental resources.

  • Criterion Five (mean rank = 0): No strategies were mentioned by any of the documents on how to approach teaching the objectives.

The high school syllabi do not contain sufficient information to direct teaching. The auditors found that the documents were consistent in their lack of quality. The high school syllabi focus on classroom rules and grading procedures, not learning. Exhibit 2.2.3 shows that the average quality score for the high school syllabi is 2.81, with a range from zero to eight. Also, most of the course guides were not dated and it was therefore difficult to determine when they were written. One particular course guide only listed the chapters of the textbook.
