(reference #11439): The District of Columbia Department of Health (DOH), HIV/AIDS Administration (HAA) is seeking candidates to fill the following ) position in the Prevention and Intervention Services Bureau.
Brief Description of Duties: This position is located in the Department of Health (DOH), HIV/AIDS Administration (HAA). Incumbent is responsible for assisting the Counseling, Testing and Referral Supervisor Public Health Analyst in conceptualization, planning, development, implementation, and evaluation of routine HIV screening prevention programs. Specifically, incumbent will have primary responsibility for overseeing the design, coordination, and support for implementation of a comprehensive program to address the substantial racial disparities in HIV/AIDS diagnoses in the District of Columbia. As part of this effort, incumbent will coordinate the implementation of the CDC's Advancing HIV Prevention (AHP) initiative which is aimed at reducing barriers to early diagnosis of HIV and at increasing access to quality medical care, treatment, and ongoing prevention services for HIV-infected persons. Incumbent will assist the CTR Supervisor implement the Districts Expanded HIV testing initiative to ensure that CTR activities become part of routine medical care and providing guidance to medical providers around best practices for the integration of HIV screening in clinical settings. Assists in the provision of guidance to all providers of voluntary HIV CTR in the public and private sectors; using an evidence-based approach to provide specific recommendations for CTR; underscoring the importance of early knowledge of HIV status and making testing more accessible and available; acknowledging providers' need for flexibility in implementing the guidelines, given their particular client base, setting HIV prevalence level, and available resources; recommending that CTR be targeted. Under the supervision of the Counseling, Testing and Referral Supervisor Public Health Analyst, incumbent acts in the capacity of Project Officer with responsibility for monitoring the compliance of community contractual partners funded under the initiative.
Specific Qualifications: Experience and or knowledge of the development of best practice models for the integration of routine HIV screening in various clinical environments for example emergency rooms, inpatient and outpatient service area, and private practice physicians. Experience applying new and established approaches, and best practices concerning expanded HIV testing. Provide specific examples of your work experience that demonstrates your ability to manage projects or programs with efficiency and little supervision. Demonstrated skill and the ability to communicate effectively orally and in writing to prepare and present recommendations and solutionsand to prepare and present reports, proposals, charts, and graphs. Demonstrated skill in effective interpersonal communications, both orally and in writing to establish and maintain effective working relationships and advisories.
