HAD LED TO THE RUNAWAY INCREASE IN INDIGENT DEFENSE SPENDING BY THE COURT. SINCE THERE'S A LIST OF DOCTORS AND OTHER EXPERTS, WHAT CONSTITUTES A REASON FOR THE JUDGES TO APPOINT INDIVIDUALS NOT ON THE LIST AND WHY ARE THOSE INDIVIDUALS PAID MORE THAN THOSE WHO ARE ON THE LIST?

BOB KALUNIAN: BOB KALUNIAN, PUBLIC DEFENDER'S OFFICE. OFTENTIMES THERE ARE INDIVIDUALS ON THE EXPERT LIST, FOR LACK OF A BETTER TERM, GENERIC ISSUES. OFTENTIMES, THERE ARE VERY SPECIALIZED ISSUES, VERY COMPLEX ISSUES RELATING TO A VERY SPECIFIC AREA OF EXPERTISE, SOMETIMES MEDICAL, SOMETIMES D.N.A., EVEN THERE IS AN EVOLVING-- EVOLVING ISSUES WITH REGARD TO FINGERPRINTS AND OTHER FORENSIC-TYPE SITUATIONS WHICH REQUIRE INDIVIDUALS THAT HAVE A MORE SPECIALIZED EXPERTISE IN BASICALLY THE COST OF APPOINTING AN EXPERT WITH MORE EXPERTISE IT INCREASES. ALTHOUGH I AM NOT CONVINCED THAT THAT IS THE ONLY INCREASE IN THE EXPERTS' COSTS. I THINK THAT THERE ARE A NUMBER OF FACTORS THAT GO INTO THE COST OF INDIGENT DEFENSE, SUPERVISOR. EXPERTS IS ONE, AND THERE ARE A NUMBER OF TYPES OF EXPERTS. I BELIEVE DURING THAT PERIOD OF TIME, THERE WERE A NUMBER OF CAPITAL CASES THAT WERE TRIED WHICH ARE VERY RESOURCE INTENSIVE FOR THE DEFENSE AND THE PROSECUTION, AND I BELIEVE THAT MAY BE PARTIALLY RESPONSIBLE FOR SOME OF INCREASE.
