SUP. ANTONOVICH: THAT'S THE PEAK HOURS, SO IT'S NOT LIKE DURING THE NON PEAK HOURS. THAT'S THE PROBLEM.

SPEAKER: MOST OF THE PURPOSE, AS FAR AS L.A.P.D. HAS BEEN ABLE TO ARTICULATE TO US, WE'VE BEEN WORKING WITH THEM FOR ABOUT SIX MONTHS AND THEY HAVE THE JURISDICTION FOR _____ IN THIS AREA.

SUP. ANTONOVICH: MAYBE THE WORST OPERATING AGENCY. I MEAN IT'S AN OXYMORON FOR THE CITY OF LOS ANGELES. THEY CAN'T EVEN PUT IN LEFT TURN ARROWS, RIGHT TURN ARROWS DOWNTOWN. THEY FAILED TO PROVIDE THE ABILITY FOR PEOPLE TO EXIT ON GRAND UNTIL WE WERE ABLE TO PUT OUR COUNTY'S LEASE TO ALLOW THE PEOPLE TO EXIT BECAUSE OUR MEMBERS WERE BEING ASPHYXIATED BY CARBON MONOXIDE TRYING TO GET OUT OF THE DARN TUNNEL AT 5 O'CLOCK. AND SINCE WE'VE HAD OFFICERS OUT THERE, IT'S EASIER TO GET OUT, BUT WE'RE GOING TO HAVE THAT SAME PROBLEM ON HILL STREET, AND IT'S GOING TO BE WORSE.

SPEAKER: SO THE ASPHYXIATION IS ONE PROBLEM WE WERE TRYING TO AVOID. D.O.T. BELIEVED THAT ALLOWING PEOPLE TO TURN RIGHT ON FIRST DURING THAT PEAK HOUR, AND ALSO IF WE HAD REMOVED THE MEDIAN AND ALLOWED THE LEFT TURN OUT ON HILL, THAT THAT WOULD HAVE BACKED UP THE TRAFFIC INTO OUR GARAGE, AND SO WE HAVE WHAT WE THINK IS THE BEST PLAN WORKABLE RIGHT NOW.
