BUT UNFORTUNATELY, WE'RE NOT THERE, WE'RE A FAR, FAR DISTANCE FROM THAT. I THINK IT'S IMPORTANT FOR THE BOARD TO KEEP IN MIND WHEN LOOKING AT PROBATION, I SPEAK SPECIFICALLY ON JUVENILE PROBATIONS, THE DIFFERENCE BETWEEN ADULTS AND JUVENILES AND WHAT WE'RE TRYING TO ACCOMPLISH WITH JUVENILES, THEY'RE NOT CONVICTED. THEY'RE MADE WARDS OF THE COURT, AND UNLIKE ADULTS, THEY'RE NOT GIVEN A JURY TRIAL. THEY'RE DENIED THAT DUE PROCESS PROTECTION BECAUSE THE TRADE-OFF IS, WE PROMISED TO PROVIDE THEM REHABILITATION. I'M NOT HERE TO VILIFY PROBATION. I'VE WORKED FOR MANY YEARS WITH VERY FINE MEN AND WOMEN IN PROBATION, BUT I'M HERE TO SPEAK ON BEHALF OF THE JUVENILE DEFENSE COMMUNITY AND WHAT WE CAN OFFER TO HELP THIS BOARD AND HELP PROBATION MOVE THE AGENDA OF REFORM. I SPENT 22 YEARS WITH THE LOS ANGELES COUNTY PUBLIC DEFENDER'S OFFICE MOST RECENTLY AS A JUVENILE JUSTICE LEGISLATIVE AND POLICY ADVISOR TO MICHAEL JUDGE. I AM NOW A PROFESSOR AT LOYOLA LAW SCHOOL, WHERE I TEACH OUR STUDENTS BEST PRACTICES IN REPRESENTING KIDS WHO ARE CHARGED IN DELINQUENCY COURT. AN IMPORTANT PIECE OF THE PICTURE THAT HAS BEEN MISSING IS THE ROLE OF THE JUVENILE DEFENSE ATTORNEY AND HOW WE CAN HELP.
