TAX COLLECTOR AND BUSINESS LICENSE COMMISSION HAVE EXPENDED TREMENDOUS RESOURCES ENFORCING AGAINST THESE USES. COUNTY ATTORNEYS HAVE GONE TO COURT TO CLOSE THESE FACILITIES INCLUDING IN ONE PARTICULAR INSTANCE, A DISPENSARY THAT COULD LOCATED TWO DOORS FROM A COUNTY LIBRARY. ACCORDING TO MEDIA REPORTS, MORE THAN 100 CITIES AND NINE COUNTIES HAVE BANNED MEDICAL MARIJUANA DISPENSARIES. NEARLY EQUAL NUMBERS OF CITIES AND COUNTIES HAVE MORATORIUMS IN PLACE. THE ISSUE IS A PARTICULAR CONCERN AS IT IMPACTS THE DISPENSARIES WHICH MAY HAVE UPON THE COUNTY'S UNINCORPORATED COMMUNITIES WHICH ARE ADJACENT TO CITIES THAT HAVE BANNED THESE DISPENSARIES, WHICH BECOME OBVIOUS LOCALE OF CHOICE FOR DISPENSARY OPERATORS. FOR EXAMPLE, IN THOSE CITIES OF ARCADIA, MONROVIA AND PASADENA, IT'S LIKELY THAT DISPENSARY OPERATORS WILL APPLY FOR A C.U.P. IN SEVERAL ADJACENT UNINCORPORATED COMMUNITIES. IT'S UNFAIR FOR OUR COUNTY UNINCORPORATED RESIDENTS AND, OWNERS TO SHOULDER THAT BURDEN WHEN SURROUNDING CITIES HAVE TAKEN POSITIVE STEPS TO BAN THE USE WITHIN THEIR BORDERS, SO I WOULD MOVE THAT THE BOARD DIRECT THE DEPARTMENT OF REGIONAL PLANNING IN CONSULTATION WITH COUNTY COUNSEL TO PREPARE THE ORDINANCE REVISIONS TO TITLE 22 OF THE COUNTY CODE FOR A COMPLETE BAN OF ALL MEDICAL MARIJUANA DISPENSARIES IN THE UNINCORPORATED AREAS OF THE COUNTY, AND THAT REGIONAL PLANNING COMMISSION WOULD CONDUCT A PUBLIC HEARING AND FORWARD ITS RECOMMENDATIONS ON THAT PROPOSED ORDINANCE TO THE BOARD FOR ITS CONSIDERATIONS.
