WENDY RAMALLO: GOOD MORNING. MY NAME IS WENDY RAMALLO. I HELD BOTH ITEMS 5 AND 8 AND I HAVE SEPARATE STATEMENTS FOR EACH ITEM. I UNDERSTAND THAT THEY'RE RELATED IN THE PROBLEMS, THAT ARE BEING ADDRESSED ARE RELATED. I'M HERE TODAY TO SUPPORT THOSE TWO ITEMS BEFORE YOU, BUT I WOULD LIKE TO ADD AT THE OUTSET AND SPECIFICALLY, SUPERVISOR RIDLEY-THOMAS, THAT I ALSO SUPPORT YOUR CALL TO HAVE THE DEPARTMENT OF JUSTICE COME BACK IN IN A MORE COMPREHENSIVE MANNER TO ASSIST THIS COUNTY IN ADDRESSING THE PROBLEMS THAT EXIST IN THE DEPARTMENT OF PROBATION. FIVE YEARS AGO, I SERVED AS THE EXECUTIVE ASSISTANT TO THE CHIEF DEPUTY PROBATION OFFICER. WHAT I WITNESSED IN SIX MONTHS THAT I SERVED WAS COMPLETE MANAGERIAL DYSFUNCTION, INCOMPETENCE, SYSTEMATIC CHAOS THAT RESULTED IN CONTINUOUS HARM TO OUR CHILDREN, THAT EVEN INCLUDED DEATH. I WALKED AWAY FROM THAT JOB HAVING BEEN REPEATEDLY MALIGNED, MARGINALIZED, HARASSED AND EVEN THREATENED BY THOSE WHO THOUGHT IT WAS THEIR JOB TO COLLECT A PAYCHECK, DEFEND THE STATUS QUO, AND THEIR OWN TURF. I WAS CONVINCED THERE WAS NO WILL IN THIS COUNTY TO ADDRESS THE PROBLEMS THAT EXISTED IN THAT DEPARTMENT. I WAS ONE SENIOR EXEMPT MANAGER IN A CADRE OF BIG, BAD BUREAUCRATS, AND IT'S CLEAR WHO HAS WON. I REMAINED LARGELY SILENT FOR FIVE YEARS BECAUSE I CONTINUED TO SEE NO WILL TO ADDRESS THE FUNDAMENTAL CHANGES THAT NEED TO
