MONITORING THE KIDS IN PROBATION CAMPS AND PIT KIDS IN JUVENILE HALL. I THINK THAT'S A VERY IMPORTANT POINT IS THAT WE NEED TO OPEN UP THE DOORS AND ALLOW ADVOCATES TO COME IN AND PLAY THE ROLE THAT THEY CAN PLAY. WE HAVE A DUTY, JUVENILE DEFENSE ATTORNEYS, UNDER THE WHEELS OF COURT, TO CONTINUE TO MONITOR THE INTERESTS OF OUR CLIENTS' PAST DISPOSITION, WHICH IS SENTENCING. THAT DUTY, UNFORTUNATELY, CANNOT BE CARRIED OUT UNDER THE CURRENT SITUATION WE HAVE IN LOS ANGELES COUNTY. WE HAVE JUVENILE PUBLIC DEFENDERS WHO ARE STRUGGLING WITH-- VALIANTLY, BUT STRUGGLING WITH THEIR CASELOADS. THERE'S NO TIME FOR THEM TO GO TO THE CAMPS TO SEE WHAT'S GOING ON WITH THEIR KIDS OR TO GO TO THE HALLS, AND WE HAVE ATTORNEYS WHO ARE PAID A FLAT FEE WHO ARE LITERALLY ABANDONING THEIR CLIENTS AND THEIR ETHICAL DUTIES TO CONTINUE TO MONITOR THEIR CLIENTS. I SEE THAT MY TIME IS ALMOST UP AND I WANT TO OFFER THE-- I MET WITH CHIEF BLEVINS AND I WANT TO OFFER THE YOUTH ADVOCACY COMMUNITY IN OFFERING TO HELP, I THINK THERE'S THREE QUICK SUGGESTIONS THAT I CAN MAKE. FIRST OF ALL, THE DEPARTMENT OF JUSTICE IS NOT THE WHOLE ANSWER. I'VE BEEN THROUGH THE HALLS AND THE CAMPS WITH THE DEPARTMENT OF JUSTICE STAFF FOR MANY YEARS NOW. THEY HAVE NOT ACCOMPLISHED WHAT THEY'VE SET OUT TO ACCOMPLISH FOR MANY REASONS. THEY WOULD COME AND ALLOW PROBATION TO KNOW THEY WERE COMING, THEY ALLOWED PROBATION TO CHOOSE WHICH KIDS WOULD BE SPOKEN TO, WHICH OFTEN ALLOWED PROBATION TO TRANSFER
