The Public Protection Department of West Berkshire Council (WBC) has commissioned Entec UK to undertake an Updating and Screening Assessment of air quality within their region. The assessment forms part of the statutory duties surrounding Local Air Quality Management (LAQM) under Part IV of the Environment Act, 1995 and the requirement to meet the UK air quality Regulations.
This report will update the conclusions of the Council’s Stage 3 Review and Assessment report, published in 2001 and will assess the potential impacts of new or revised information including:
Newly published data on vehicle emissions
Advances in the penetration of cleaner vehicles into the UK fleet
Revised DMRB assessment methodology
Additional UK and local monitoring data
Relevant decisions on major planning developments and those under active
consideration by developers and the Council
Impacts of the Pollution Prevention and Control Regulations
The report reviews the pollutants specified under LAQM with regard to guidance issued by Defra in 20031 and the objectives specified in the Air Quality (England) Regulations (2000)2, the 2002 (amended) objectives3 and EU Limit Values.
This report follows the Updating and Screening checklist approach, defined for each pollutant in the LAQM guidance.
Where relevant, recommendations have been made for emission sources and pollutant concentrations to be further considered within a Detailed Assessment or reviewed within a Progress Report.
