Conclusions of Phase 1 Review and Assessment
No potentially significant sources of 1,3-butadiene emissions were identified during the Council’s Stage 1 Review and Assessment. Further assessment at Stage 2 was therefore not undertaken.
Estimated and Monitored Data
Estimated annual mean background 1,3-butadiene concentrations have been compiled and mapped for the UK on a 1 km x 1 km basis5. Details of background concentrations in the West Berkshire region during 2001 and 2003 have been collated and are detailed in Table 6.1 below. The estimated concentrations indicate that the relevant AQO would not be exceeded.

Defra guidance lists the significance of industrial sources, by process type, as a percentage of the total Part A emissions in 2000 and Part B process types that are considered likely to emit significant emissions.
Appendix B details Part A and Part B industrial sources identified within the Council’s Stage 1 report. Consultation with WBC has identified that no further sources have been permitted or planned within the authority, since compilation of the data during the first round of assessments.
From a review of this information, no Part A or B processes would giv erise to emissions that would result in the AQO being exceeded in 2003 or 2010.
