MGD. DPW will provide conceptual architectural, engineering, and estimated costs based on current phasing.

Selection of Consultant

Evaluators from Administration, Budget, Treasurer’s Office and Public Works will assess the proposals based on the project team’s qualifications and past experience, grasp of project requirements, responsiveness to outlined tasks, references, proposed work schedule and cost. Staff intends to recommend the selected consultant to the Board of County Commissioners on TBD. The County expects to receive a final report by January 29, 2010.


The RFQ is intended to cover the complete project. It shall be distinctly

understood that failure to mention any work, which would normally be required to complete the project shall not relieve the Contractor of his responsibility to

perform such work.


Local permits: The Contractor is responsible for obtaining any required

local permits and licenses to satisfy any requirements of this scope of work.


Contractor is asked to provide a cost for the completed proposal and an

estimated time for completion.


A “Notice to Proceed” will be provided by Certified Mail to the awarded

contractor. The Contractor shall notify the Cecil County Budget Manager, Mr. C r a i g W h i t e f o r d , o f t h e o f f i c i a l s t a r t d a t e a n d p r o p o s e d s c h e d u l e . T h e C o n t r a c t o r shall begin work within ten (10) days of the “Notice Proceed.” to

The Contractor shall provide a copy of a Certificate of Insurance with the Cecil County Government named as an Additional Insured to liability coverage on the certificate, for the duration of the contract. The coverage listed is the recommended minimum limits of liability:

    Note: the awarded contractor shall maintain any and all insurance

required by MDE or federal, state and local directives.

All contractors performing services for the Cecil County Government are required to provide notification of Certificate of Insurance cancellation 30 – 60 days prior to cancellation.

The vendor awarded this contract will be solely responsible for any/all sub- contractors performing service for the Cecil County Government.
