LOCAL GOVERNMENT MANAGEMENT INTERNSHIP PROGRAM

SAMPLE WORKPLAN

OVERVIEW

Objectives of the Workplan include:

o

To support host local governments with a structure to guide the intern’s training and learning;

o

To ensure that interns are exposed to the key aspects of local government administration to gain an understanding of local government structure, management and operations;

o

To help the intern develop competencies essential to local government administration; and

o

To support the intern’s training through contact with a number of experienced and knowledgeable individuals, and information from various resources.

The sample Workplan is set up according to the key aspects of local government operations;

The specific Workplan could be adjusted to reflect actual operations of the host local government and interests of the intern;

The sample Workplan provides for 7 functional modules and suggested time allocation expectation over the year.  Note, a Workplan that is project based, while not involving assignment to departments, should still provide exposure to the key functions of local government and learning outcomes identified below;

The time allocation to functional areas is not intended to be absolute nor is it expected it would occur in discrete blocks of time but represents a suggested breakdown of the amount of time spent on each functional area:

Governance and Administration (2 months)

o

Financial Services (1 month)

o

Planning and Development Services (1 month)

o

Public Works (sewer, water, waste management, environmental protection, transportation services) (1.5 months)

o

Recreation, Culture, Heritage and Social Services (housing, seniors, youth) (1.5 months)

o

Protective Services (1 month)

o

Human Resource Management (1 month)

o

Special Interest/Projects (2 months)

o

Orientation/professional development/training/wrap-up session (1 month)

It is suggested that the intern would begin working first in the area of Governance and Administration in order to obtain a general overview and understanding of how local government operates.
