Benin: Ozone experts to discuss CFC and HFC in Cotonou
(Cotonou): The deterioration of the ozone layer poses a serious threat to life on earth. And in view of the urgency that is the total elimination of CFCs and HFCs, the United Nations Environment Programme gathers in Cotonou from 08 to 11 September 2008 experts and African focal points to take stock of the implement mechanisms to achieve the goal of total elimination of these substances.
This is the twelfth pan African joint meeting(because that brings together Francophone and Anglophone), to which took part focal points ozone, the executive secretaries of the United Nations system for development and the environment and experts in the field. The workshop aims to reflect on a more active contribution of the continent for effective implementation of the Montreal Protocol by outlining a common strategy taking into account the specificities of each nation. Also, participants will discuss ways and means of developing new management plans for hydro fluorocarbons (HFCs) and the effective implementation of management plans for the total elimination of chlorofluorocarbons (CFCs).
There is talk of seeking avenues to strengthen support programs and institutional issues related to the use or reduction of methyl bromide and environmentally sound destruction of stockpiles reduced substances that destroy the ozone layer. Juliette Koudénoukpo Biaou, Benin Minister of Environment and Nature Protection (Mepn), has meant that the implementation of the Montreal Protocol is encouraging in many respects and shows that this agreement constitutes an unprecedentedly instrument for safeguarding the ozone layer.
Madam Minister also revealed the Beninese government's efforts to materialize through the ratification of the Vienna Convention and Montreal Protocol and implementation of specific activities. She invited participants to release a platform that will enable Africa to play its part in the fight that the international community has committed against the degradation of this layer is a protective shield for life on earth.
It should be noted that decisions of this meeting are expected to lessen the negative impacts of this situation on the savings until the next conference of States Parties to the Montreal Protocol on substances that deplete the ozone layer to be held in Qatar in November 2008. On the sidelines of the meeting of experts, UNEP is organizing a special session for environmental journalists on the same environmental concerns.
