Individual Assistance – Federal financial assistance afforded to individual properties owners

effected under a presidential disaster.

Public Assistance – Federal financial assistance afford to public entities and local governments

effected under a presidential disaster to assist in recovery post event

FEMA – Federal Emergency Management Agency charged with assisting the county after a

large scale disaster

EOP – Emergency Operations Plan, is the local government planning document used to identify

roles and responsibilities during local emergencies.

GIS – Geographic Information Systems, a set of computer applications and data than can be

represented in map form based on a coordinate system.

GPS – Global positioning System, a device that can determine latitude and longitude of a

position by the triangular of satellite signals.

Limitations and Assumptions

One of the most significant limitations was the absence of site-specific damage

assessment plans. Many of the plans were very ambiguous and the lack of essential elements

made it difficult to understand precisely what actions were in fact taken. Another important

limiting factor noted was the lack of photo documentation in the plans post event. Although
