Alderwoman McCormack made a motion to amend the above-entitled matter previously adopted, which motion was duly seconded.

RE: Motion to Amend an Item Previously Adopted by the Board of Aldermen

Dear Honorable Jorge Perez:

Pursuant to the communication from the Livable City Initiative received at the February 7 meeting, I am respectfully submitting this motion to amend a matter previously adopted as required by our rules.  The Resolution to be amended authorized the City of New Haven to apply for and accept $870,000 of State HOME Investment Partnership Program Grant Monies from the State of Connecticut, Department of Economic and Community Development (DECD) and to execute contracts and enter into a two (2) year agreement with Casa Familia, LLC to construct a housing development for the elderly and their grandchildren.  I am also requesting that you deem that item a first reading so that we may vote on this motion at our February 22nd meeting.

Since Aldermanic approval was granted on August 02, 2004, the project budget has increased for a number of reasons including design changes and additional construction costs. Case in point, a Housing Tax Credit Contribution (HTCC) application was funded at an amount that was less than the requested dollars.  Also, in the course of reviewing the final construction design of the project, Connecticut Housing Finance Authority (CHFA) suggested a number of changes to ensure compliance with their design standards.  To aid in the resolution of the gap, the State has been asked to consider an increase in State HOME monies allocated to the project from $870,000 to $955,000.
