FUNDS FROM THE STATE DEPARTMENT OF ECONOMIC AND COMMUNITY DEVELOPMENT HOME INVESTMENT PARTNERSHIP PROGRAM AND EXECUTION OF TWO-YEAR AGREEMENT WITH CASA FAMILIA, LLC TO CONSTRUCT A HOUSING DEVELOPMENT FOR THE ELDERLY AND THEIR GRANDCHILDREN BY CHANGING THE AMOUNT OF FUNDING REQUESTED FROM $870,000 TO $955,000 DUE TO CHANGES IN THE DEVELOPMENT BUDGET.
WHEREAS the City of New Haven, Livable City Initiative, seeks State HOME Investment Partnership Program grant monies to assist Casa Familia in its efforts to construct affordable housing units; and
WHEREAS the City of New Haven’s Livable City Initiative has been designated to apply for and execute contracts with respect to housing developments and State HOME monies in the past; and
WHEREAS Casa Familia, LLC is a local non-profit organization whose mission is to provide affordable housing options for elderly who do not qualify for elderly housing because they have custody of their grandchildren; and
WHEREAS changes in the development budget have necessitated an increase from $870,000 to $955,000 in the amount of funding requested from the State of Connecticut, Department of Economic and Community Development;
NOW THEREFORE let it be resolved by the Board of Aldermen of the City of New Haven that the Mayor, on behalf of the City of New Haven, is authorized to apply for and accept $955,000 of State HOME Investment Partnership Program grant monies from State of CT, DECD, and execute a contract and enter into a two-year agreement with Casa Familia, LLC for the construction of a housing development for the elderly with grandchildren;
FURTHER, in view of these finds, IT IS HEREBY RESOLVED that the Mayor be and hereby is authorized to execute an application to the State and enter into an agreement with Casa Familia, LLC substantially similar thereto, on behalf of the City of New Haven, and the City-Town Clerk of the City of New Haven be and hereby is authorized and directed to impress and attest the official seal of the City of New Haven upon said application to the State and agreement with Casa Familia, LLC;
FURTHER, the Mayor is hereby authorized and empowered to execute, acknowledge, and deliver any and all documents as may be needed or appropriate, from time to time, to implement and effect the intent and purposes set forth in this resolution.
