From Alderwoman Chen submitting an ordinance amendment requiring 24-hour warning notice prior to towing vehicles that are in violation of Section 29-35 of the New Haven Code of Ordinances.

February 22, 2005

Hon. Jorge Perez,President

Board of Aldermen

City of New Haven

Dear President Perez:

I respectfully submit the attached “Ordinance Amendment Requiring 24-Hour Warning Notice Prior to Towing Vehicles that are in Violation of Section 29-35 of the New Haven Code of  Ordinances”.

It is my hope that by making this amendment the citizens’ vehicles shall not be towed for violation of the 72 hour parking ordinance without provision of a warning notice at least 24 hours in advance.  This ordinance stems from an incident in which one of my constituents had been ill for several days and had not used his car during that time.  Without any warning, his car was towed from right in front of his house.  This amendment would provide proper notification and warning to our constituents before such inconvenient action takes place.

Thank you for your consideration of this request.

Cordially,

JOYCE H. CHEN

Alderwoman, 2nd Ward

MUNICIPAL SERVICES:

From Jeffrey C. Gorley submitting a letter recommending that the Board conduct a complete review of the Civil Service Commission rules and regulations.
