Generally the nine responses on this point accepted that ICZM should be flexible, but suggested that this could perpetuate the current situation of ‘ad hoc’ management and would not achieve a sustainable vision. These respondents would have preferred to see ICZM set within the context of a nationally agreed or statutory based framework.
Eight respondents supported this objective concerning appropriate stakeholder involvement. They supported the view that this was vital to the ICZM process, and called for an active commitment to facilitate appropriate stakeholder involvement to ensure joined up management was delivered. However, one respondent suggested that the vision should also take account of all users of the coast
