Little effort was made to maintain the camp standard.

An attempt was made to maintain the camp standard, but improvements are needed.

3.

Camp standard has been maintained.

4.

Area exceeds recommended standard in most respects.

5.

Area is considered a textbook example to be modeled by other camps.
