REASON: In the interests of highway safety in accordance with adopted UDP policies T62 and RUDP policies 9.1 and 9.5.

No part of the residential development or retained office accommodation hereby permitted shall be occupied or brought into use until the new access on Bromyard Avenue has been constructed.

Prior to the commencement of the relevant phase of the development identified pursuant to condition no. 2 copies of Drawings Nos. BHB PL-100/B & 101/D shall be submitted for approval identifying the areas of parking to be used in conjunction with the residential and retained office elements. The car parking spaces shown on the plans thus approved shall be provided on site prior to the first occupation of the relevant part of the development. These spaces shall thereafter only be used separately in conjunction with the identified user and shall not be used for any other purpose without the prior permission in writing of the Local Planning Authority.

REASON: To ensure that there is adequate provision for car parking within the site in accordance with adopted UDP policies T40 and T56 and RUDP policy 9.1.

22.

Before any works commence on the residential and retained office element of the scheme, details of pedestrian access scheme within the site, in accordance with standards shall be submitted to and approved by the Local Planning Authority. Development shall be carried out in accordance with approved details and thereafter permanently retained.  

REASON: To provide adequate facilities for pedestrians and in the interests of sustainable

Development in accordance with adopted UDP policies T62 and RUDP policies 9.1 & 9.5.

23.

Prior to first occupation of the dwellings, details of a hedge ‘buffer’ to provide private garden space
for the proposed ground floor flats in Third Avenue shall be submitted to and approved in writing by the Local Planning Authority. Development shall be carried out in accordance with approved
details and thereafter permanently retained.

REASON: In the interests of the living conditions of future occupiers of the flats in accordance with adopted policies B1, B2 and RUDP policies 4.1 and 4.5.

24.

The 184 units of affordable accommodation hereby approved shall be permanently retained on
site and shall not be used for any other purpose, including private tenure, without the prior approval
in writing by the Local Planning Authority.

REASON: To ensure that an acceptable amount of affordable housing is maintained within the development, in accordance with UDP policy H4 and RUDP policy 5.2.

25.

No development shall take place until full details of sustainable development measures including

details of:- (i) proposed domestic waste and water recycling, (ii) proposed electric cars and any

other measures aimed at reducing the need to travel, (iii) promotion of use of alternative fuels by

commercial occupants who are vehicle operators, (iv) provisions to enhance the indoor quality of

commercial and residential buildings, such as appropriate design of heating/ventilation/filtration

systems to ensure that the impact of poor external air quality is minimised and all-electric

dwellings, (v) composting, (vi) lighting and the use of natural energy and (vii) full use of
