Medium Term Expenditure plans and budgets that have little relationship with development  and strategic plans formulated and approved;

Finally the delivery of goods and services at grass roots level that are totally independent and isolated from budgets and plans.

The challenge of an Agenda 21 framework and plan for North West 2010 is to harmonise and synchronise these unstructured policies, legislation, plans, structures and service delivery at all spheres into one common purpose, objective, strategy and delivery framework that will achieve and guarantee integrated and sustainable development and delivery in the province. This framework will be the first to be designed and implemented in South Africa.

Integrated and sustainable delivery will not become a reality if this framework is not actively supported at all government spheres and at all levels of governance in the province. North West 2010 must therefore be designed and implemented with the full support of the people. The Legislature. and Executive could assist to ensure that the framework and plan receive general support in guiding all planning in the province.

From the above the macro elements of establishing a common framework are taking shape as follows:

The three components of the United Nations sustainable development framework serves as the foundation for an Agenda 21 sustainable development framework, but with the integration of the six strategic pillars of the National Strategic Vision (NSV). The result is a more logical breakdown of the components and the addition of the “means of implementation” section of Agenda 21 framework as a Governance Pillar 6.

Sustainable development in North West should be guided by potential and need, supply and demand, opportunities and threats of its natural resource base (land, environment), The human resource base (population dimensions, innovation and knowledge) and its capital base (savings, investments and taxes). An integrated and sustainable resource use plan is the foundation for each development pillar and economic sector that must support the provincial goal.

The consolidated Agenda 21 framework for North West 2010 is summarised in the next figure. Provision is not made for individual sector, district, town and organisation plans in North West 2010, but it is expected that all these plans will be prepared in context of this framework and plan.

The following terminology and grouping into clusters are suggested:
